Job Description / Responsibility
Gender Equality and Social Norms Specialist will be responsible to Project Head;
- Have at least 12 years of growing experience working with national or international NGOs or development organizations on gender integration in skills development and social safety net programs—this includes conducting gender audits and analysis, organizing gender-focused training, and offering gender-specific technical support.
- Demonstrate strong experience in gender and youth analysis, and in designing and implementing programs that consider the needs of women and young people.
- Provide clear guidance and hands-on support to include gender equality and reduce harmful social norms in project activities, especially for youth who are Not in Education, Employment, or Training (NEET).
- Apply gender and youth analysis to plan, run, and review project activities so that they are inclusive and practical for different community contexts.
- Develop and apply behavior change strategies that encourage positive social norms and increase participation from families and communities.
- Lead or support training sessions, orientations, and workshops that help project staff, local partners, and community members understand and apply gender-sensitive practices.
- Organize or take part in gender audits and project reviews, and help document lessons learned, success stories, and positive changes in gender and social norm work.
- Work closely with local government, civil society groups, and youth forums to build a supportive environment where men and women can access equal opportunities and services.
- Ensure related themes such as Gender Equality and Social Inclusion (GESI), safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Sexual Exploitation, Abuse and Harassment (SEA/SH), Child Rights (CRC), and social protection are included in all relevant work.
- Support the team in using respectful language and culturally appropriate communication, especially when working with community members in local languages.
- Encourage leadership that supports gender equality, promote peer learning among local influencers, and help communities find local solutions to change harmful norms.
- Monitor gender-focused activities and collect practical examples and information to support better planning, reporting, and advocacy at both local and national levels.
Educational Requirements: Master’s degree in Sociology, Social Work, Anthropology, Gender and Women’s Studies, Development Studies, or a similar subject from a recognized university. Priority will be given to candidates with additional academic training or certifications in Gender Mainstreaming, Changing Social Norms, Human Rights, Social Inclusion (GESI), or Community Development.
Experience Requirements: At least 12 years of experience working with national or international NGOs, UN agencies, or development organizations in gender equality programming, especially in youth and community engagement. Practical experience in analyzing gender issues and helping communities take actions to change harmful social attitudes and practices.

- Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
- Respect on gender, PSEA, Safeguarding, code of conduct and cultural diversity
- Committed on response in any humanitarian emergency if necessary
- Able to drive a motorbike with valid motorbike driving license
- Able to operate virtual platform like Skype/Zoom/Team etc.
