Shushilan, a national reputed NGO has been implementing a project entitled “Meeting Targets and Maintaining Epidemic Control (EpiC) Project Bangladesh” with technical and financial support from FHI 360. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the US Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including Shushilan working in seven districts of Bangladesh where Shushilan is working in Jashore and Satkhira district. Shushilan is inviting application from the qualified and interested candidates for the following position.
Job Description:
The Technical Officer will provide facility-based technical support to strengthen the quality of maternal, newborn, child health and nutrition services, and to embed global health security practice within routine service delivery. The role is deliberately field-weighted. The position holder is the technical counterpart of the project in assigned District Hospitals and Upazila Health Complexes, supporting quality service provision within the facility. S/he will support facility readiness through optimization of existing resources and is expected to spend most of the working time within health facilities, observing standard clinical practice, providing technical support to providers through on-the-job coaching (OJC), facilitating the mentoring process, and verifying data to monitor service utilization. S/he will also ensure need-based project initiatives, recording and reporting.
Key Responsibilities & Essential Duties
1. MNCS-N Service Delivery & Facility Readiness
- Routine support to MNCH-N service corners for facility readiness at assigned District Hospitals and Upazila Health Complexes so that they remain equipped and functional to deliver quality MNCH-N services through optimum utilization of existing resources.
- Support resource mobilization by leveraging non-health local government sector resources to address priority readiness gaps, in coordination with the Upazila Coordinator, District Manager, District Coordinator and government counterparts.
- Strengthening the referral system (From UHC to district level facility)
2. Mentorship Program & On-the-Job Coaching
- Provide targeted and structured on-the-job coaching (OJC) sessions on MNCH-N services including ANC/PNC, normal vaginal delivery, correct use of the partograph, essential newborn care, KMC/SCANU, low-cost CPAP use, IMCI-Nutrition, IPC, and dissemination of messages on selected infectious diseases.
- Support planning, implementing and monitoring of the structured clinical mentorship procedure with practical demonstrations and simulation practice across assigned facilities, following national standards and under the close supervision of the Technical Specialist.
- Observe and follow up session logs, conduct of sessions and recording of the mentorship procedure; identify individual and facility-level competency gaps and organize targeted refresher sessions.
- Suggest and support mid-level providers (MLPs) in the initial management of complications of pregnancy, such as postpartum hemorrhage and eclampsia, through OJC, and ensure timely referral with accurate documentation.
3. Quality Improvement Committee (QIC) & Work Improvement Team (WIT)
- Support the establishment and revitalization of facility-level Quality Improvement Committees (QIC), Work Improvement Teams (WIT) and IPC committees.
- Support strengthened implementation of MPDSR through establishing and revitalizing MPDSR committees at facility level.
- Facilitate regular WIT meetings, encouraging team members and frontline staff to participate in problem-solving processes as per quality improvement action plans, and ensure findings are shared during QIC meetings.
4. Infection Prevention and Control (IPC)
- Deliver on-the-job coaching sessions on Infection Prevention and Control (IPC) and healthcare waste handling and management to clinical and non-clinical support staff.
- Facilitate and provide technical support for continuous IPC readiness to maintain a clean and safe healthcare environment for patients and staff.
5. Global Health Security, RCCE and Outbreak Preparedness
- Integrate approved GHS, IPC, hygiene, early reporting and protective behaviour messages into routine MNCH-N service contacts.
- Strengthen the process of dissemination of approved risk communication and community engagement (RCCE) messages on priority zoonotic and selected infectious diseases during counselling and health education at various service points.
- Play a vital role during CHCP monthly meetings regarding dissemination and follow-up of approved RCCE messages, including IPC, hygiene and protective behaviors.
- Support facility teams during public health events and outbreak response by leveraging MNCH-N service delivery platforms to promote protective behaviors and sustain essential MNCH-N services.
- Contribute to strengthening early reporting of unusual health events at facility level, and support the nearby Point of Entry (PoE) on cross-border disease prevention initiatives by improving compliance with screening standards, under the guidance of the Technical Specialist, District Manager and District Coordinator.
6. Stakeholder Coordination & Health Systems Strengthening
- Maintain regular liaison and communication with stakeholders and government counterparts such as the Public Health Nurse, Health Education Officer and Health Inspector, under the supervision of the Technical Specialist, District Manager and District Coordinator.
- Facilitate organizing and attending capacity-building initiatives, meetings and workshops at Upazila and district level.
7. Data Quality, Monitoring & Reporting
- Monitor and support optimization of MNCH-N service utilization, and ensure project-related documentation and reporting.
- Prepare monthly, quarterly and event-based technical reports summarizing key accomplishments, mentorship outcomes, QI metrics and field findings.
8. Others
- Respect, maintain and monitor code of conduct practice;
- All kind of positive motivation to support and response in emergency;
- In addition to that any other duties and responsibilities may assigned by the authority / organization which need to be carried out.
Educational Requirements: B.Sc. in Nursing or BSc in Midwifery Education from any public or private institute recognized by the Bangladesh Nursing and Midwifery Council (BNMC). Registered with the national Nursing & Midwifery Council (valid license required).
Experience Requirements: We are looking for a female candidate, preferably 35+ years of age. Minimum of 3–5 years of clinical nursing experience, preferably within public health facilities, maternal and newborn care units, or NGO-supported health projects. Prior experience in mentoring, clinical supervision, or facilitating on-the-job training is highly preferred. Demonstrated experience participating in quality improvement (QI/QIC/WIT) frameworks or hospital IPC committees.

Additional Job Requirements
- Clinical Expertise: Proven competence in MNCHN service standards, emergency triage, and infection control.
- Leadership & Coaching: Strong ability to mentor, inspire, and build capacity among peer nurses and health workers.
- Problem-Solving & Analytics: Experience using QI tools (e.g., root-cause analysis, Plan-Do-Study-Act cycles/Plan-Do-Check-Act cycles) within WIT settings.
- Communication & Collaboration: Excellent interpersonal and team-building skills; ability to collaborate effectively with government health counterparts and facility leadership, project focal points, and support staff.
- Adaptability: Capability to manage shifting priorities during outbreak response or facility health emergencies.
- Computer literacy: including Microsoft Word, Excel and PowerPoint
- Respect on gender, PSEA, Safeguarding and cultural diversity
- Committed on response in any humanitarian emergency if necessary
- Able to operate virtual communication platforms such as Zoom, Microsoft Teams, etc.
